A Loadout must remain useful without pretending unavailable tools exist.
Prompts, rules, templates and inline knowledge run from the file. The AI returns the standard output or structured-Markdown fallback.
MCP, filesystem or account actions work only when the named capability is installed, authenticated and allowed by the user.
